Okay, here's the answer :3
Example:
SextMS News (Forum)
SextMS News
News of SextMS
Moderator: Administrators
Therefore, only administrators can moderate that section.

Who can make special threads? (Sticky etc)
- Administrators
Moderation for Administrative and Applications
Moderators for these two section, please check the section everyday or when you're free. Move them to the correct threads. Like, ban appeals. If the ban appeal is accepted move to Ban appeal > unbanned.
For GM's: If the player is unbanned or staying banned, please write them on the thread for easier moderation.
Same goes for applications and report hacker/players.
